Change a member's role

Not the owner's, and never to owner: ownership is handed over. At most the caller's own permissions. Needs `org.members.edit`. Recorded as `member.role_assigned`.

Needs `org.members.view`.

Delete an org DELETE

At once, nothing serves it: not its routes, its API keys or its brands' issuers. It is purged 30 days later, and its issuer slugs are never used again. Needs `org.delete`, which only the owner has. Recorded as `org.deleted`.
